Best way to withdraw from PayPal?

Its depends on the country and which activities you doing in your account.

So if i get a account from a country that i dont live in, can i cash it out on a poker site or something like that or paypal is gonna block it?

From what I remember if you really wanted to avoid paying anything you can sign up for 2 freelancer accounts and then request a gig from one account and then accept the gig on the other. You will pay for the gig and send payments to the freelancer account with your attached paypal account. I'm not too sure if this still works though.
