What you can do is create accounts at gig websites. Yeah you will have too pay a commission on the gigs you buy from yourself, but there is no way paypal can connect you too the next paypal account.
Or just have a site set up where your self can buy stuff from it and make it look like a legit transaction

if you want to use payoneer (whch is a good option) you will have to open a virtual bank account and transfer the paypal funds to that account. then load your payoneer card.
good topic, let say I a open a scriptlace account and post a project, next open a new one and bid for the project, and finally win the project
or can I fund my scriptlance account via Paypal and next withdraw via payoneer? is this posible?

Does any one know how the government (USA i presume?) and Paypal share info, and what information they share?
During audits for taxes or welfare fraud in the USA, government will issue a request to banks in the area of accused to determine if the banks have accounts with the accused. Can be traced just by name and/or SSN.
So if one is trying to have the money be completely invisible to the government(ie no taxes), then cash and methods not involving SSN or linking to your legit bank account would be the way to go.

I'll give you a million dollar idea
1) Buy RELOADABLE Virtual Credit Card, common called as VCC
2) Link it to your stealth paypal account
3) Withdrawal cash to your new VCC
4) Make stealth Moneybookers account with that VCC
5) Make, or if you already have it skip this step, Moneybooker account on your real name
6) Transfer founds between Moneybookers
Once the money leaves paypal and reach Moneybookers you are safe, from whatever you are doing.

For the OP, if your account is totally Stealth, it won't matter, just add a bank account if you are from the US or some other countries (You didn't provide that info from the beginning), PP or EB won't know cause they don't mess with banks names, they are only numbers, banks are the institutions who determine if the withdrawal goes thru, other methods only will cost you time and money, exchangers will cost you money, sending a lot of payments to other accounts will raise the flags as well. Think about it, I guess you could do it as your last resort.
Ok, and what about if you create an account on some sports betting site (you mention that you are from Canada) so I think that betting is allowed there. So, go to betfair, betandwin etc create account and deposit your money there.
then create Moneybookers account .
then just withdraw the money with your moneybookers account.

I like the elance/freelander idea. Can anyone already using this method tell me - have you ever tested the amount you can send to your dodgy freelancer account without it getting flagged as suspicious by paypal who then limit your account. For example: A paypal account with 1500 USD in it - can I just transfer the lot over to freelancer in one go? I think that might raise a bit of a red flag at paypal.

come guys the best thing to do if you have money in your paypal account is have a address that somebody can receive the goods ok thats important. JUST BUY GOLD OR SILVER OR PLATNUM. have sent to the address and BOOM you just bought money with money.
I tried something similar a few days ago. Funded Freelancer account with cash from Moneybookers account, then hired myself on another Freelancer account to do a 'project', transferred small amount for partial completion of project, all good so far, then transferred some more, all good so far, then tried to withdraw funds to Payoneer card and Freelancer suddenly decided to 'limit' my legit Freelancer account, demand gov ID verification, loads of questions about my communication with the 'project provider' and stuff, and can not access transferred funds now until I send them everything including photo etc. (which I won't be doing).
