Check out LinksManagement, I'm not sure how good they are but they sell high PR links I believe.

I'm not advocating them or anything, it's just a suggestion to look in to is all.

Usually backlinks come from EDU sites are high PR backlinks, but generating backlinks from those sites are difficult enough.
