Best way to fix overoptimized backlinks anchor ratio

1) What's the fastest proven way to fix overoptimized anchor ratio of a URL? (keep in mind I don't have access to the GSC for disavow)
2) Do I need to build only dof0llow links to fix overoptimization? Or both nof0llow and dof0llow influence the anchor penalty?

Personally, when I feel my anchors get over-optimised I try to build new links to dilute the anchor text.
PS: I don't really care about follow/nofollow.

@praetserge What if you need around 150 of these links? how would you do that?
 
dilute your anchor text with foundation links and press release with naked URL
 
Mate, the fastest way to fix an overoptimized anchor ratio on a URL without access to GSC is to manually change the anchor text on some links to use more natural.

I think the use of anchors must be limited. usually 10%. The backlink you send to your website should also have both do and no, so Google can see that it is a backlink built in the most natural way.
