Link building is black hat as far as search engines are concerned. Building web 2.0s, citations, social book marking, etc. would not be white hat.

I would put keyword research and onpage factors as the top tasks for white hat SEO. After that, real outreach (i.e., guest posts, sponsored articles, etc.). And that is REAL outreach not guest posts on sites that are actually PBNs that will drive no traffic.

Really, any SEO campaign should be grey hat. There's no point in doing a "black hat" style or "white hat" style. Just do the "SEO that actually works" style, which involves both kinds of techniques.

I agree with you but of you use quality and unique content in web2.0 and link building that is quality work. In Seo quantity doesn't metter only quality metter.

The moment you build links yourself, they are considered a blackhat links.
