Like the above, there is not "Best". One factor (out of many many many) to look for is SEO services that produce unique readable quality links/articles in all Tier 1 Links. Nothing spun!
EDIT: BST's that have missssspelllllings and grammatical faults in their sales presentations could potentially screw up your first tier article submissions as well.

I second this, have done lots of tier 2 / 3 work with him and he is definitely a good guy and knowledgable. He has quite a few services available, i've been mixing and matching them up to create good projects for a while now.

i think if you are saying review in BST can be "easily" faked, then in fact review here can be easily faked too. there is always a reason why Reviews there right?

The best SEO managers are busy optimizing their own websites. It's a day in day out kinda thing. I'm sure you'd only get amateurs that haven't read enough materiel. I would suggest hiring someone in house that way you could watch over their shoulder and guide them on how you want your seo to perform. I'm sure you can find some one that will take minimum wage for creating content all day.

pennies meaning relatively cheap, it's always a time/cost analysis. Most people make more money doing other day-to-day chores and can outsource a good seo firm which is affordable for lots of business owners.

I dunno about this. I think alot of the expensive ones outsource alot of their service to fiverr and put them together.

I love the politics that can take place on forums, I mean, jump on a guy who is blunt for being blunt and tell him to ask nicer next time and his thread reaches 3 pages with a few helpful answers.
