Thats a pretty broad questions. GSA SER can be used to create backlinks on a bunch of popular CMS' as well as your own self hosted domains. It also has the SERE plugin that can be used to create web 2.0s.
Manual is your safest bet. Lots of tools just stop working or the developer leaves the project. That's why I almost never buy SEO tools for a one time fee, but pay on a monthly basis so I don't waste money. But I also agree on GSA, works good, but not for T1. You can check out Autofill Magic, it speeds up the process of creating manual links.
GSA can help you build a ton of backlinks, however, you may need to invest into a link list in order to achieve GSA on overdrive. GSA alone won't do much, but when you couple that with a good and working link list, you get an overdrive tool that can build links to a lot of sites on overdrive.
