Best program/tool for noobs???

What type of program/tool are you looking for? Are you doing local seo, ecommerce, or something else?

There are literally thousands of programs/courses/software available. What exactly are you trying to accomplish. If you answer this, I'll do my best to recommend something.

If you are shot on budget, stick to buy nothing. My first site was done with .5 dollars for hosting, and a free theme. At this moment that site is doing 2k dollars / month, and all the seo i did to it was free and hand made.

For link building

GSA Serach engine ranker + SEREngines or Ranker X .

Both products are not newbie friendly and you will have to learn. GSA SER has their own forum where you can ask questions and get support plus lot of tutorials from many users.
Also there are available 'data packs ' which you can start your link building capmpaing in few clicks. But best bet to learn. It needs user experince.

There's no free tool that will increase your GMB listing. Check out RankerX. It's perfect for map embeds and Web 2.0 links.

The free way is by hand. Go out and make a bunch of local citations and web 2.0 map embeds and see how that moves the needle.

Everything has a learning curve. I would go with Gsa search engine ranker.
 
If you really are on a tight budget just make links manually or buy it from seoclerks. You need money to buy most of the tools.
 
For Keyword research - SEMrush / Keysearch
Off page link building - GSA SER and SEREngines
On page seo - yoast or seo pressor
Ahrefs for spying
