I have several blogs; the topics are mainly health and news. I applied for an Adsense account and got it accepted, but before I could set up Adsense on my blog, I received an email saying my account had been rejected because of false clicks or something along those lines, which wasn't even possible as I hadn't even got the ad code to go on the blog at that point.

When I queried it, I was then told it was because my blog was down at the time, which it wasn't.

So I am using Chitika and I have earned some money, but as I have low traffic at the moment I am looking for PPC networks that accept sites with low traffic.

Any suggestions?

You might wanna keep your earning cleaner by using better PPC, I have no experience with Chikita, but there are lots with better reputation. You don't want to risk your earnings by using cheaper (service with clickfrauds). I am not saying that the service that you mentioned is fraud, but from what you said above, it seems that G. temp rejected your account as you do not have a live site.

Tips:
1.) Make sure you have a working site and have some quality ads (you can get this anywhere) placed on the home page,
2.) if you are using wordpress, try to know how to use widget logic to enhance your conversion later
3.) Ensure that your website is online and you have some ads running on it,
4.) Re-apply :)
5.) Watch out for your email

Note: #3 Ads is optional, but it increase the chance by 65- 85% of approving it after they say that you already being approved for ads from some quality advertiser.

Let me if this help.

It's really not worth to monetizing low amounts of traffic.
You better try to build some SM communities first and drive traffic from those to your blog.

I guess if you use chitika then you gonna get very low income. Instead apply for adsense and make your websites according to the terms provided by adsense.
