Best Instagram Shoutout Strategies

Hey guys, this is my first post so sorry if I mess something up.
But I've been on Instagram for a while now and my accounts are slowly growing so I'm going to need good shoutout videos.
What are the techniques that convert best? Is there any special software to create shoutout videos and edit them? And how to so many big pages make the animation at the end where its like rolling through the feed and pressing follow? Thanks
