Look at other IG accounts and see what they are doing and do something similar and see if it works.

Look for the eCommerce sites which are selling shoes and check whether they do have an affiliate program or not.
Or, you can try buying at a low price and selling with good margin shoes with the help of Instagram stories.
Just put pictures of some awesome shoes in the story and make the title attractive enough like "Grab it now for XX$, Limited quantities left" etc. If you want to do this, I would suggest you target only the followers to whom you can reach for shipping.
