"I want Google to see a page that complies with their policies, while real users will see my monetized page. Is there any tool currently available that is the best? I tried using JustCloakIt but it doesn't seem to work."

There is a solution where you can cloak almost any site on the internet you want and can present it to traffic sources.

maybe you need to change cloaker
there are lots of options in the market that work

There a a lot of options available right now in the market.

But keep in mind if a real person review your ad no cloaker will hide it away, only the timing you choose to display your white and money page.
