Best cloaker for FB Ads?

Hi guys, I'm new to the concept of cloaking but always interested in online technology. Just out of curiosity: what does a cloaking service like cloaker.xyz do on a technical level?
On their site they promote fraud protection but I've yet to see that term being used in this thread
Is it creating a landing page that looks differently to someone reviewing it, than someone who comes in through Facebook?
Cloaking services have IPs and other footprints of reviewers and they are able to detect reviewers with great accuracy.
I recommend BlackJack's JCI, Fraudbuster or Traffic Armor if you don't want to get banned in less than 1 day.

But, wouldn't it be really easy for the reviewers to use any old proxy service to circumvent those cloakers?

They update their data in realtime, so no reviewers are not able to circumvent those cloakers.
Account survives really long compared to affiliates who don't use bait and switch.

It results in ban. But that's not the issue. Often the people who cloak have method to make multiple accounts, so they always have multiple accounts cloaking at same time.
Getting banned doesn't matter as long as you are making money. ROI is usually too good to let it go, if you know what I mean.
In Fb if you are cloaking, you are spending $15K per account and making $25-30K. Isn't it good enough to keep going with multiple accounts?
Right now, most people are not able to figure out this game.
P.S. I forgot to say that a good cloaker will defer ban. It might not stop ban by 100% but it will defer, so you'll be able to make lots of money while it lasts.

As Ralph above suggested, you always need multiple accounts as in this game you need consistent accounts in order to grow your revenue.
