I'm an Englishman living and running a programming / database / marketing company in the Philippines. I've lived and worked 20 years now in most Asian countries but the bulk of the time in Malaysia (first) then the Philippines (now), and they're both truly great places to live and work in.
Philippines to me is the best choice currently. IT wages are half that of Malaysia or Thailand, and a quarter of Singapore rates. Visas for foreigners are easy, not so in neighbouring countries. Plenty of good programmers, artists and keyboard crews. I pay well and get good people.
Language needs clarifying though. Spoken English is simple, your workers speak English to a level where there is no problem communicating whatsoever. Written English is different though. The Philippines emulates America any way it can - from President / Senate / Congress system right down to the Fed agents being called the NBI, PDEA etc etc. Writing articles and posts for US posting is no problem. I have a lot of UK clients though and it is near impossible to get articles written here you can post in the UK.
From spelling (colour not color, centre not center) through to vocabulary (lorries on the motorway - not trucks on the highway / freeway) etc etc. If you want UK English you need India / Malaysia / Singapore, if you want American articles, here is the place
But I'm here forever now. I have a family, nice place to live, good people to work with and..
most of all..
almost no rules...
Unless you're hurting people the government just leaves you alone to make money and enjoy it
