Best cheap ENGLISH countries to outsource to?

Hi Silicuda - good point - all locales have their forte.
Philippines is good for artwork / logos / web templates, data entry / encoding, business process outsourcing - the admin side of your business. Programming here is good but I don't think anywhere comes close to Eastern Europe for serious hard core code, especially black hat.
Philippines has a stronger focus on MS apps than Open Source also whereas Europe tends to be the other way around.
I've been here 10 years and still get surprised at what is here that you don't know.
I met my spouse's sister in law for the first time recently - all I knew is she was in accounting. Turns out one of Europe's largest online casinos, owned by Israelis, operates its backend out of the Philippines and she runs their accounts
And catch this. With all her responsibility and experience she earns US$1400 a month?

Rockert - article writing is the one thing I wouldn't do in the Philippines. Even major daily newspapers in English here have bad grammer and typos. Art, program code, data encoding, software development, yes - but not article writing. Guess it's just a "mother tongue" thing. I have a Swiss - Italian friend who is extremely fluent in spoken German, but he won't even write a business letter in German for fear of embarrassing himself
Istarapol - yeah I plan to grow old and be buried here. I went to Australia (where I grew up) for my mother's funeral in May. I felt like an alien from Mars, it was weird. 48 hours later I was back on a plane to the Philippines and it just felt good to be going home.

Philippines is still one of the best places to outsource to. The medium of instruction in schools is English so one would expect that as long as a person went to school, he is able to speak and write in English.
Article writing, program code, data encoding, software development --- name whatever field you need outsourcing to, I bet there will always be Filipinos who will fulfill the job that you'll be satisfied with.

My son is 10 and where we live the local dialect is Kapampangan, while the national language of course is Tagalog / Filipino. In our local provincial school they are olny allowed to speak English in the classroom except for Tagalog subjects, and Tagalog in the playground.
Nett result is a nation of high literacy in spoken English.
Written English however is different. Firstly it is American, not English, and this makes it very difficult to get articles for English based countries like UK, Ireland, Australia, New Zealand - the commonwealth nations. Readers in these countries are fussy if they are reading an article intended for their local consumption (as against say a global portal, blog, web site etc). I turned down a contract early this year to rewrite news articles for an RSS feed to a UK business portal as I just couldn't get close to business quality English with local staff - even subcontracting it to University graduates.
American content is easier but still hard to get quality. Program code, artwork etc is universal - grammar and prose is not. You will have no difficulty at all conversing with a Filipino by email or chat but getting print quality copy will not be easy.
The best spoken and written UK English I've encountered in Asia is from the elite colleges in India, followed by Malaysia / Singapore. I have issues dealing with India however so I stick to the ton of work available in the Philippines that involve program code, art, BPO, data encoding etc - just not article writing / rewriting

My English is not too good. I'm reading "mess age too short, butt hanks would be appreciated." So I'll definitely outsource written English to Philippines/India.

To be fair, English countries are not that much better than others for English literature, as with the world in general it takes an educated person to sound educated i could offer you a cheap Englishman to do you outsourced work but i bet i could find an Asian with better English grammar and pronunciation to do it for a few penny's more lol.

I'm an Englishman living and running a programming / database / marketing company in the Philippines. I've lived and worked 20 years now in most Asian countries but the bulk of the time in Malaysia (first) then the Philippines (now), and they're both truly great places to live and work in.
Philippines to me is the best choice currently. IT wages are half that of Malaysia or Thailand, and a quarter of Singapore rates. Visas for foreigners are easy, not so in neighbouring countries. Plenty of good programmers, artists and keyboard crews. I pay well and get good people.
Language needs clarifying though. Spoken English is simple, your workers speak English to a level where there is no problem communicating whatsoever. Written English is different though. The Philippines emulates America any way it can - from President / Senate / Congress system right down to the Fed agents being called the NBI, PDEA etc etc. Writing articles and posts for US posting is no problem. I have a lot of UK clients though and it is near impossible to get articles written here you can post in the UK.
From spelling (colour not color, centre not center) through to vocabulary (lorries on the motorway - not trucks on the highway / freeway) etc etc. If you want UK English you need India / Malaysia / Singapore, if you want American articles, here is the place
But I'm here forever now. I have a family, nice place to live, good people to work with and..

You can laugh but keep in mind the reader hears an English accent when they read it so it will convert better.
I've actually had some success with writers from DP. I'm just saying!
BTW, my 17 year old son pointed out to me that you can get away with saying anything, no matter how offensive, as long as you follow it up with, "I'm just saying."
