Currently PBN's and guest posting definitely.
 
Go for 100% guest outreach links. You are 100% safe with it.

pbn also work but you need to be very careful with it.
 
The mostly best technique to my opinion would be to get high quality guest post pbns backlinks and more High da pa backlinks for tier 1 , then blast high quality blog comments and some bot traffic to your tier 1 backlinks , Plus Then for all easy indexation I use google webmaster tools and Serpbot For Getting my links indexed !

But do you mean your personal PBN or are the ones you find in the marketplace good too? :suspicious:

EDIT: I'm not vouching for / against the PBNs in the marketplace cause I've not tried them, all I'm saying is that your own PBN is the best link you can ever get... as long as you set up your PBN correctly that is

3. 9-10 web 2.0 link which bing you some traffic(you need to target low volume keyword)

than PBN.

If you have control over your pbn then you reduce the risk of getting a penalty and you have the control over the obls and therefore the juice, but on the other hand, maintaining a large pbn can be cumbersome. Sometimes a trusty seller is worth it.
 
There are no good or bad link building technique or service, content marketing is the ultimate purpose and if you're links are help your content, it should work.
 
Guest posting is a great backlinking technique for me. I can easily find high-quality backlinks using this strategy. You can do guest posts manually or if you have a budget, you can buy them on a guest post marketplace like Kallisto.io, which I prefer. If you're aiming to boost your ranking, then this will be the option for you, in my opinion.
 
PBNs however you need to clear digital footprint, guest posts work very well, certain directories for GEO and web 2.0s if you have a large budget and time.
