SEO Autopilot does the trick for me, I make quality T1 backlinks then I use SEO Autopilot to rank those, does great
 
All softwares can be used at tier 2 or tier 3. Do not go for automated approach for money site.

GSA SER is normally for bulk Tier-2 or above backlinks creation, as it doesn't support most high quality sites.
Also, you need to purchase/scrape verified site list to create backlink effectively.

I used both of them as above cases. Remember you need Proxy and captcha solving service/tool like GSA CB or XEvil from XRumer to let them work. Hope it's clear and helps you.

xrumer is by far the most powerful out there. non of the other tools come even close to it in sense of code quality and features.
