Bank refusing to open chargeback

The only legal way and your last posibility is to make a claim at police. They will handle this.
 
My bank did the same one day, I received half of a chair (so I was not able to use it) and they did not want to listen to me and asked me to contact the merchant (ofc the merchant did not do shit).
Just to clarify, Mastercard/Visa cannot do anything for you, if you send a request, you will not get an answer. Mastercard/Visa do not directly contract with merchants for payments (acquirers and payment providers do). Other card schemes are different and will deal with each dispute (ex: amex, etc.)

Could you confirm the EXACT reason of disputing the payment? (the one you said to your bank), you can look online for "chargeback reason codes".
Did you check if they have an official process to dispute? also, did you try with a different bank manager/point of contact?

MasterCard Chargeback Reason Code 4855
this is the one that refers to "item not received" which was the reason i requested to open a chargeback.
Unfortunately its not possible to reason with them as i tried numerous times now im in contact with ECC (European Consumer Centre) and ODR (Online Dispute Resolution)
 
thank you for the details. With a 4855 and the evidence, you cannot lose.
The issue is your bank not opening the legit chargeback process so at the end.

As @BigTroll said, the last resort is the police.
The police will give you back the confirmation of the claim (be sure it is stamped and signed, its silly but it wont work without it as the bank will tell you that you provided fake documents).
Send back the claim to your bank

I do not remember how much time they need to reply to the police claim (2 months? sorry I did not find the info)
ALSO, check if you have fees to open a such dispute ! in some banks, they will charge you 50/70€ for the administrative fee.

If you can't get your money back, there are still two things you can do:
1. Try to contact the recepient and ask for the package to be re-delivered, maybe go in person, if you don't live too far and the address is known.
2. Every big company has social media presence on the biggest networks (FB, Twitter etc.), try to put up your claim there, usually companies care about their image and try to solve issues.
 
Wow PP deciding in favor of that company seems insane.
Honestly hard to believe as I been in the same shoes and had no trouble.
 
Got an update
Bank suddenly decided to open my chargeback with their own initiative. They dont admit it but i suspect that my reports to Online Dispute Resolution and to ECC and some other departments paid of and they acted upon them in order not to receive any penalties. Lesson of the story is always pursue your rights and no matter if you win or not in the end you gotta pursue it as nobody else will like in this case it was the Bank supposed to protect me and they didnt. Anyway thanks to everyone who contributed positively
