Bank refusing to open chargeback

I made a purchase online from a well known website ( i dont want to say which ) and items got delivered to wrong person. Tracking number shows the items are delivered there instead of me. Paypal decided in seller favor most likely because its a big company. Now my bank that is the card issuer i used to pay refuses to open a chargeback claiming " we cant open a chargeback for that reason". I suspect its because a big payment as in the past i made chargebacks for 2 small amounts there just fine. I made a report to ombudsman and ODR ec eu. What else do you suggest me to do? Its a EU bank. I know that the bank has no right to refuse to pass the info to Mastercard for a charegback that never happened to me before and they ought to do that, Mastercard is the one who decides the outcome of the chargeback not the bank.
 
How about contacting the website you purchased from, since it seems like their fault?

Unless of course you gave them the wrong address to ship to, then it’s your loss.

Nope i tried all other options before going to last resort which is chargeback
 
Why don't you want to name the website?

This is a public forum and someone from their side or the bank's side could see this so im not naming either of them....but what difference would it make even if i did? I wanna hear any options on how to pursue this chargeback with the bank

There is a possibility that others have had the same issue and may know a workaround with the site.

Well if it was legit then I don't see the problem mentioning them, they may even see the thread and try to rectify the situation as it makes them look bad. The fact you want hide the info looks suspicious.
Also you don't mention what country you are from so hard to help you. Every EU country has it own consumer laws.
 
I would think that if the seller goofed up and sent the package to the wrong address then they would liable. If you ordered and provided the wrong address then you are probably SOL. First thing I would do is make sure I have a receipt of the purchase showing the correct ship to address. Then keep contacting customer service of the company until I get in touch with a person high enough in the chain of command to tell them what happened.

Normally, when a package is shipped and you receive a tracking number you can see where the package is going to. It might be your fault for not recognizing this error and thus SOL.

thanks but im not taking that chance...the rest of options are already explored and failed so as i said chargeback is last resort and my question is how to pursue the chargeback when a bank refuses it for eu

Sorry but if i give out the country its possible to guess the bank...for eu banks isnt there a joint regulation? Its not UK btw
 
Well known site that accepts PayPal? eBay? eBuyer? If it's legit business and it's their own fault then I don't see why they shouldn't fix it.
 
No details info. Looks like a fantasy story. Nobody can't give you advise if you hise some part of the story.

It's kinda weird if the bank refuse a chargeback when you provide valid reason.

I suspect they refuse it because they are have a contract with Mastercard and on specific amounts etc they try not to exceed those numbers as Mastercard could stop their contract. Thats the only valid reason i can think of. The rest what they say are excuses. They dont have a physical branch so this is my speculation behind the real reason

Already did that and said them that i have opened legal complaints with those orginizations as well. Funny thing is its the same support that handles the complaints so they give me same responce
 
My bank did the same one day, I received half of a chair (so I was not able to use it) and they did not want to listen to me and asked me to contact the merchant (ofc the merchant did not do shit).
Just to clarify, Mastercard/Visa cannot do anything for you, if you send a request, you will not get an answer. Mastercard/Visa do not directly contract with merchants for payments (acquirers and payment providers do). Other card schemes are different and will deal with each dispute (ex: amex, etc.)

Could you confirm the EXACT reason of disputing the payment? (the one you said to your bank), you can look online for "chargeback reason codes".
Did you check if they have an official process to dispute? also, did you try with a different bank manager/point of contact?
