Google Ranking completely depends on the Relevancy & Quality of the Business website So it Happens with Both On page Optimization and off-page Optimization( Backlinks) , So According to Me Both Are Mutually Important for Ranking

Asking whether Google Ranking depends on backlinks or on page is a bit like asking whether a cake depends on flour or sugar. Just like you need both to make a delicious cake, you need both relevant backlinks and proper on page optimization to improve your ranks.

Both ofcourse, what's the point of having backlinks if you don't have good on page SEO?
Both backlinks and on-page SEO are important for Google ranking. I would say start with on-page SEO first. Then move onto building backlinks once your on-page SEO is optimized.
Don't do the other way around, because you'll get a much better boost in ranking if your on-page SEO is taken care of before building backlinks.

Both are needed. But sometimes you can be ranked with very low competitive keywords with proper on-page SEO without backlinks.

On page is very very important. I think its more important than backlinks. If we have high quality content and accurate on page seo it works too good. Backlinks always better when organic and high quality. Low quality backlinks are very bad for seo.
