There are two things here.... low quality backlinks and weak backlinks.

Let's say I have my money website xyz.com
I also have another domain, which I just registered, called abc.com
I put a few articles on abc.com and link to xyz.com ---> this is a weak link. New domain, no backlinks, not much power. But this is not bad for your site.

However the websites you posted above are the kind that are usually spammed to death, spread over tons of niches. Not really relevant, not much help for the user.
Google wants websites to help people. Do you really think you would ever benefit from the content on a directory like that one? I don't think so.
A blog can be helpful, it can impart useful information to the reader. Therefore it is much better to build web2.0 blogs/ post to high quality arrticles sites/ guest posts/ private blog networks etc.

No I don't think that will have any negative impact, atleast not significant enough to drop your ranks. But it won't help you either. Why would you waste time doing something that won't help you? In that sense, lost time is lost value/money. So you should avoid this kind of links.

But if you go behind, these type of directories it will hurt you in rankings.
Try to buy quality backlinks from the marketplace.
Spammy links will hurt you in ranking so try to avoid that links.
Share your site on social media to get more traffic and unique visitors.

I would not say all the directories are good and safe for SEO. Low quality directories are worthless. If you decide to submit your site to a directory, make sure its on topic, moderated, and well structured.

Some directories are good and some are bad. Whatever it may be. If you are ready to buy backlinks for your site you need to notice that the inbound links have more DA and PA rank or not.

These metrics decide that your site is going to be ranked or not. So worth is always worthy. Get good and worthy backlinks to your site.
