Kind of piggybacking on OP's question, but does it matter if the pages to be backlinked have been indexed by the search engines yet? I've been working on indexing issues and want to get some backlink juice flowing to my site, but with the pages not indexed by Google yet I was wondering if it would be a waste of time and money.
 
Since you have mentioned your site is new, make sure you have decent number of articles and then gradually start building diversified links like guest posts, link insertions and niche relevant PBNs.
