back links matter to support your Off page SEO. But your site depends 70% on On page Optimization.

As per my knowledge SEO is not dead, but method already changed, Only backlinks are not effective on ranking factor, but Content, User Experience (UI-UX) and bounce rate are effecting on ranking, Now a days social media also effect on ranking

I think you meant a paper written by Sergey Brin and Larry Page. That paper is still archived at http://infolab.stanford.edu/~backrub/google.html .

As far as the topic of this thread, it sounds like someone misread or misunderstood something written somewhere. SEO has changed over the years and the type of backlinks are much more important now, but I don't think anyone serious about SEO would consider backlinks to be irrelevant.
