Google use semantics to understand the content. So just making a related content around your targeted page on any website will give you boost. Yes any website.
But getting a link from your niche websites is even more pleasing.
Just talk to any PBN seller most of them have niche specific inventory.

Hey, guys. I can't talk long. I'm in my Time Machine and we have to pay by the minute. I'm reporting back from the year 2048 to let you guys know that SEO is still alive and well. Google Search is now integrated as part of a much larger search engine and now only represents a small portion of the main searching algorithm. SEO still works.

Relevant quality backlinks are still very very useful. Without them you won't be able to rank well.

That would really depend on what kind of business you have.
For example, if you sell products, you could try finding relevant blogs to send free products to for reviews and a link back to your site.
Then they end up writing relevant content, and in these cases, you can often convince them to link straight to your product page.
If you have a different type of business, the approach may be different, but I don't know what sort of business you're in.
Worst comes to worst, most bloggers are easily swayed by a few bucks.

Backlinks will always be the backbone of SEO. No matter what Google says, it's their strongest signal by a lot. It's a snowball effect, links bring authority which brings "eyes" to your content and if both checks out (and tons of other small signals) then you will rank.

How did you check their backlinks profile? There are ways to check for hidden PBN links as well (you will find here on BHW).
