Now that Penguin has come out, what is the best backlinking system(software) out there?

I don't buy the whole 'more backlinks the better' and never have. They need to be good quality, on relevant sites, contextual, etc. What is out there still that one can benefit from? The most 'white-hat' system out there?

Please advise.

Unfortunatly there's no such thing as a "white hat link building software", because the definition of "white hat" is inconsistent with the whole concept of automating.

If you're really after white hat top quality, you'll have to go the manual way (and maybe consider outsourcing to reduce the time you put into this).

Outsourcing to whom? And I think it would be a good idea to set up a 'software' service to outsource. Seems like a winner, I guess this is what I'd be looking for - unless someone else knows of someone/thing else.

Outsourcing to someone willing to do this for you in exchange for money.
This is what outsourcing means.

There are tons of websites out there that specialize in this service. (freelancer, odesk, elance etc.)
A "software service to outsource" make no sense IMO.

Penguin is a fight against all existing forms of webspam including link spamming/ trading, aggressive overuse of exact match anchor text, submitting to low quality article/ blog directories etc.

So make sure:
- You have variation in your anchor text
- You are not buying/ exchanging links
- Your website is compelling enough to pull natural backlinks

Use Xrumer in reasonable amounts. It was the only automated tool I ever needed but I am always keeping an eye out for others.
