Backlinking Multiple Pages - Large Website

I have a directory. I would like to have interior links to a lot of the pages. There are over 50k pages on the site.

Does anyone offer a service that would link up the site if I gave tiers, something like:

Tier 1: 40% of the links (1 or 2 links)
Homepage

Tier 2: 30% of the links (maybe 200 links)
San Antonio, TX
Chicago, IL
etc
etc

Tier 3: 20% of the links (maybe 5000 links)
Madison, NJ
Bakersfield, CA
etc
etc

Tier 4: 10% of the links (maybe 45,000 links, random every month is fine)
property pages, etc
