Google doesn't have a public metric for domain authority. We get it from third party sources. Third party sources will give authority increments for any backlink which means a heavily penalized site will still have domain authority of 80+ just because it has lots of backlinks.

Don't forget that the juice that a PR domain flows is diluted by the number of OBL it has... so a PR6 with 110 OBL is probably worth far less to you than a PR3 with 2 OBL.
