u will give this blog url to google webmaster and google will crawl that links you are created and posted in this blog
Don't submit to webmasters, too much of a footprint.
Nearly all of my backlinks are generated via GSA SER and SEREngines + PBNs, so I'm using a SocialSER plugin for GSA SER (socialser.net), which allows me to automatically send likes, shares, tweets to auto generated url, so they get indexed really quickly that way. I think a couple of shares on Google Plus alone do it.
