There's no single best tool as ultimately it depends on how you use the tool, the quality of content you use, the link velocity, etc. There is no "push button magic solution" if that's what you're looking for. You need to reset your expectations.

Yes VA is better but VA Should be more expertise on building some links which are related to every niche

I use a private link network that always works well with my clients as a starting service homey.. Try and find a good one and its worth its weight in dollar bills.

They can be tough to find though it took me a while to find a good one.
