I have a few Authority sites in the car Niche. Most of them just cost me time. I occasionally pay for a bit of coding or graphics but in general there should be no major costs.
Heres the thing though. I write all my own sites. I have spent my life working with cars in all areas of the industry, hence I am an Authority. I would have to pick your brains to see what knowledge you have and where you can focus it.
You need to narrow down a specific niche, once you become an authority in that area the site can expand.
Theres been a raft of car sites made by guys who like the grand prix and moto gp....maybe watch a bit of top gear. This sort of fanboy magazine is guaranteed to fail, you are in a market competing against multinational networks and magazines, people who employ lots of quality writers and photographers to produce a slick product.
If the market is not already saturated I would focus on being a Croatian car site. And from there I would narrow it to something specific, like buying cars in croatia, selling cars in croatia, most desireable car for croatian car buyers. Start from a focused point and an Authority site will always grow outwards.
