Hello,
what link building activities you would suggest to get traffic from a rural area whereas I don't have to use local keywords means I have to use general e-commerce keyword and as well as general or global targeting page rather than a local page?

yes it will good for SEO. when you are using expired domain then you will see there are pages of your expired domain which got the link from the higher site so if you are redirecting your 404 page to home so the link juice will be passed to your home page

you can make local citations for your ecom store where you are serving or delivering your products or services
For these all rural areas I can't have citation. Only option to promote after on page optimisation is off page activities. And besides classifieds I'm not getting any other activity to do. If you can suggest me any options, it will be good.
