Before you start worrying about whether you are underpaying him, have you commissioned him to write any articles?
I would get him to write, say, 5 initial articles initially on 5 different subjects and then make a decision based on his quality.
There's nothing wrong with paying him $2/300 words if that is his price, but bear in mind he came up with that figure with no knowledge of the industry. If at any point he does some research and realises he has pitched himself too low, you could lose his services.
If he is good and you think there could be a long-term relationship, then pay him more.
