Although I would always prefer Quality over Quantity.
 
Make sure you focused ON-page and updated articles for a new site, wait for some time to reach organic traffic and natural metrics improvement then focus on building links like diversify the link profile no need of high budget links in the beginning.

Quality is better than quantity nowadays. So I suggest you focus on quality backlinks.
 
In this case 10K traffic sites also a good quality sites in my opinion. If you can get 10 links from 10K traffic sites which cost same price when you get 1 site with with 100K traffic then you can go for 10 links with 10K traffic.
 
Hello. As for me a mix of relevant links is key. A few high-DR (50) links with strong traffic (100K) can be powerful, but only if they’re relevant and natural. However, relying solely on expensive high-DR links isn’t always effective, especially if they don’t match your vertical or seem "unnatural".
Often, a greater number of lower DR (20) links from relevant sites with decent traffic (10K) can give you more value and look more "natural" to Google for example, helping with gradual organic growth.
So balance relevance, link diversity, and quality over just chasing DR and traffic alone.
 
There is no doubt that quality is much more important than quantity.
