In the legal side, companies like service providers (proxies, ISPs, etc.) can invoke special forms of plausible deniability against their userbase's potential illicit activity. I don't remember replying to a reply you made but I digress. In the case you mentioned, setting up proxies may be a ToS violation of some nature, that depends on the Service provider that the SIM card is under. Might want to look into the details for that one.
