I don't remember replying to a reply you made but I digress. In the case you mentioned, setting up proxies may be a ToS violation of some nature, that depends on the Service provider that the SIM card is under. Might want to look into the details for that one.

We tall about person safety if someone used those proxy on bad website

You need to mention in your company policy regarding this, that you will not be responsible for any illegal works which they will done from your servers. also you can block any bad sites as you want.
