Hi, how are people selling premium themes plugins like Astra, Generatepress, elementor Pro for like $10 or such? Hard to believe it's not modified.

Not all themes/plugins need to be modified. For example generatepress works without any sort of nulling. You just don't get automatic updates and developer support. Some other plugins/themes do need to be nulled. Refrain from using them if you want to build a long term asset.

They are not safe at all. These themes can you get your site hijacked later on.

There are three cases:
Case 1:- The theme is modified
- The guy selling that theme might have modified the theme to null it and remove the license verification pat

Case 2:- Works without nulling
- A lot of themes/ plugins works without nulling as pointed out above by @Borderless Hustle you just don't receive the updates.

Case 3:- Reseller license
- This is the best and most rare case, the guy selling you the plugin/theme might have a reseller license or bought a developer pack of the same which allows using the plugin/theme on multiple sites and sell for a lot cheaper. This method is mostly used by developers to cut on costs
