Are backlinks from 'privacy policy' pages worthless?

I stumbled on something which is eighter genius or completely retared.
But you can help me figure this out...

I found a free privacy policy generator website. It makes an insanely long privacy policy as an output with tons of small letters and stuffed with disclaimer type of info. You can 1-click copy the whole thing. Somewhere in this whole output it places an anchor text backlink to some third-party website.

If you don't read the whole policy like most people you would never know you are placing a backlink on your website.

So my question is.. are those backlinks worthless assuming they come from a privacy policy page?

Yes, they are worthless.

People usually don't index them because it can cause duplicate content problems.
Personally, I would say no. It won't even look natural, who the fuck links on his privacy policy?
