Anyone know any good website designers/programmers?

Hello, I want to build a website, I have everything written up what i need! But i am not sure where to go, where I live the web masters are not very good, well there great if they are designing the same site they have 100 times but if they have to add new features it is silly how bad they look!
So does anyone know any good 110% legit sites that will make me a website?
