whether medi*caid insurance email can be used for CPA/email marketing?
I am raising this question as this insurance is for under poverty line, whether they have internet connections?

The "poverty line" in the US for a 4-member family is in the range of $23.000.

I've done an awful lot of work with the underprivileged over the past few years on the education front as part of giving back to our community and you would be surprised how many do have internet access... it is close to EVERYONE.

But you need to target your ads to those that are mobile as many access the internet using smart phones. In the USA you can get one for about 40.00 a month and that makes it affordable and accessible to those in the demographic you are thinking of targeting.

Email is not that prolific though as, although they have internet access via their phones, they do not use email as much as the social media platforms to communicate.

So, internet access, yes... email access not so much.

I would have said everything that BassTrackerBoats said, even down to social media instead of email.

Instagram for younger folks, and Facebook for older folks.

Thanks all for the inputs. So targeting them with email ads will not result much profit. I will give a try and update if i get any positive feedback.

That's crap. Everyone including poor people have a computer and email, and social media. Everyone. Go to Los Angeles, homeless people have Macbooks at coffee shops lol.

Whether they can be targeted for email marketing is my question? I can get the result only by testing it.
