Suppose I want to get some large number of instagram accounts, just basic starter accounts with little or no content so I can start using them. IG (like other social media sites) requires phone verification, and obviously I cannot get hundreds or thousands of phones to do the verification. IG and other sites have now gotten very good at detecting VOIP numbers so it is not possible to use those. Are there any services or best approaches that still work in late 2024? I know of smsvpa.com but at $2/sms i may as well just buy accounts. Any ideas of how to proceed?

Try to find similar services for SMSPVA, try to search for russian or chinese services BUT you willl need RU or Chinese proxies in order to create. Good luck!
