Best method I’ve used is building tier 2 links to the backlinks you want indexed. Simple blog comments, social shares, or Web 2.0s pointing to your backlinks help Google discover them faster. Also, submit the backlink URLs in small batches through Google Search Console’s URL inspection tool if they’re on sites you control.
Avoid spammy indexing tools. They might work short-term but can hurt your domain in the long run. Patience and a few tiered signals usually do the job.

How to submit backlinks URLs in GSC?
 
Ensure your backlinks are placed on high-authority, crawlable pages and submit those URLs to tools like Google Search Console. Additionally, build internal links to the backlink pages or share them on social media to boost indexing speed.
 
I have seen good results just by using free ping tools to let google know about my backlink URLs. It helps google to find and index them faster. Not 100% perfect, but works most of the time.

Solid method that works:
  1. Drip-feed links through a GSA/Indexing service or tiered Web 2.0s.
  2. Ping the backlinks using bulk ping tools.
  3. Submit them to Google Search Console (if you control the site linking out).
  4. Send traffic (bot or real) to those backlinks. Even low-quality traffic can help indexing.
  5. Use social signals tweet the link, post it on Reddit or Tumblr.
Just consistency and signals that tell Google the link matters.

of those 7, 3 are dead or redirects and the rest are pretty low on actual content. get better backlinks :D
