I believe they simply load amount and burn it at high cpv and end up over spending atleast 4-5x

How exactly they do it, I am not really sure. You may try and share your findings

I still believe there are tricks, techniques and tactics to get more conversions. Yes mastering a platform is not enough. Asking for more tricks a great way. Hope people can help.

They need not to, as in reality they are not scamming. They are simply exploiting a loop hole. They load money at first (so Google trust them), in manual accounts as per policies google can't charge for overspending. so in reality they are not doing anything wrong.

I don't do it myself, I have people doing it. Though I know few details about it, but haven't done it myself. Let me know if you are able toc rack it.

You need to get your ads right
You need to understand what your keywords are
You need to have your landing page optimised for what you’re doing
You need to know what your cost per click is
You need to know how much you’re spending
You need to know how many people are clicking through
You’re bidding for keywords, you’re creating ads, you’re choosing a target audience, and so on
However, video ads are a bit more technical, and the targeting options are much more specific
