Any recommended PHP dev/designer?

I've been looking for someone who can reliably take scripts from sites like CodeCanyon, and completely re-design them so they look like they're custom made. No need to add features or anything, just deploy the websites/scripts, re-designing home pages and inner pages.

I've worked with dozens of people from Fiverr and some BHW marketplace sellers and never really had luck, however even with bad results I've been able to flip the websites.

Anyone recommendations on who can do this consistently?
