i want to hire some one in freelancer to generate leads....
adscendmedia...is good, will they pay on time

Do not pay someone from Freelancer to generate leads. Even if you take all the necessary precautions to explain what isn't allowed and that you require legit leads, you're not going to get them. We've had several publishers suspended just over the last month for delivering bogus leads, and then it turns out they were using Freelancer.
If someone on Freelancer was able to generate legit leads they would just do it for themselves.
