Google already said they won't comment anymore on Penguin updates so they very welll could have tweaked it.
For example on October 6th, 13 days after the initial rollout, they tweaked it big time.

Initial rollout took pretty much a month. Entire October if I remember correctly. There are dozens of small updates a week, which have never been announecd, and just because a few people got hit or some of their links devalued, does not mean there was a Penguin update. If there was, then there would be 58 threads about it here on BHW already.
And as I said, Penguin updates always happen at least half a year apart. And always in May/October, give or take. Periodically.
Or simply some people fucked up, which is the case most often, like here for example - https://www.blackhatworld.com/seo/silent-update-on-pbns.913084/ PBNs gots takens downs achtung achtung! Aaaand no. It's just a classic human error in the end. So all these "Ehmagerd another Penguin, my 2 months old site went from #100 to N/A" should be taken with a shittons of salt.
So what is most likely? That some people just screwed up and they got caught or that there was indeed a massive Penguin update and we all should just run all over the place, stress and start new false alarm threads? Answer is obvious I believe.
