Any good tools for reverse image search?

I run my account management service for Instagram accounts as usual but today, one client contact me and want me to track down someone. He wants me to find the Instagram account of the person in the picture that he sent to me.

He claims that the picture was taken from the Instagram of the owner of the picture (he tell me that the owner of the picture send him this image and want him to find the instagram account by himself) so I like yeah whatever.

I tried to use google image search and tineye but still have no hope for finding that account for my client so I ask for your kindness, please guide me the way to search by image effectively?

Btw, I just find the email of the person that he want me to track down but still.

Although it's an older thread, but i think OP found the person he wanted by using the email address and not the picture, because Instagram pictures aren't indexed on Google or anywhere (unless they're getting re-posted somewhere which is indexed by Google), so no reverse image search can help.
