If you know basics you can just run a python script who work with an non offi api ...
 
I have heard about tool named "Follow Adder". It has free version, you may give it a try.
 
Just use roboinsta, you can use the who tool for a 5days trial but only the follow users option stops working after the trial ends, other functions such as unfollow, auto comments and auto like still works. What I love about robot insta is offers statics tics also and you can track your growth rate and how many comments and like you have posted everyday. You can also make comments and like via hashtags, location and more. I personally still uses roboinsta and I didnt pay anything. I use other options to follow and unfollow( imacros script)
