Cloudflare isn't a Hosting, how you can say that? Cloudflare don't protect your website against all attacks L3, L4 and L7. You need to pay more than 200€ per month, for they do that for you.
Cloudflare only blocks simple DDoS Attacks, and they prevent malicious traffic to reach your website, it won't cover all ddos attacks for free lol!
The best way is to use a good Hosting Provider with good anti-ddos protection, if your hosting doesn't have ddos protection the traffic will pass to your website and your website will be offline.
Why? Because is not easy to detect and block some ddos attacks patterns, and cloudflare is only a reverse proxy, cloudflare analyze the traffic and send to your hosting provider, if they don't detect the attack, your website will receive amount and large traffic and will go down, no matter what.

I didn't say it was hosting, it's obvious what it is and Cloud flare covers layer 3, 4 and 7

I never said Cloudflare doesn't protect from L3, L4 and L7.. Only if you pay for it. It will be expensive. DDoS Protection on free plan is simple and basic, if they protect against that... Why websites goes down in the same!? Like I Said, cloudflare is not perfect, is limited specially for free account plan.
To avoid your website go down, you should have a Anti-DDoS Filter on your hosting. It will help to "clean" the malicious traffic and block it. And let's be honest, configuration can help to improve the security. Like Nginx web server, you can optimize it to deal with it. But isn't easy, of course can help and increase the security, but that won't work without a ddos filter hardware on your Hosting.
That's because I said, what i said. My intention is not to be aggressive, I understand my words are a little "aggressive" but sorry, I can't find other way to say that.
Cloudflare is limited like other CDN services, cloudflare won't protect you from all attacks even in premium plan, free plan is limited.
If you asking me, Cloudflare premium plan is better than free? Of course is.
If you asking me, Cloudflare can protect and deal with large attacks? Yes, but only with premium plans, you need to pay for they do it for you.
So the easy and cheap way to protect your website is choosing a good hosting provider. (See the providers above)
