The question is simple , is there any actual partner network that promotes your videos ?

Not really. I think you are asking if they will promote smaller channels that are on the network? Don't count on it. I don't think there are any youtube networks that act as "accelerators", although starting one up would be a brilliant idea if you had the social reach. Some networks promote already popular channels/videos, like Curse.

No you wont find any networks like and why should they promote you. Networks help you by providing resources and keeping your videos safe, nothing more than that.
