Mobile IPs work quite differently from residential IPs. While residential IPs are typically assigned to a single household or device, mobile IPs are shared among many users in the same geographical area. In fact, a single mobile IP can serve thousands of users at the same time, including those using Instagram, which is why we all have the same IP on our phones but experience no issues.
Depends of the country. In mine for example, each IP is assigned to only one person at a time.
