Yes, Google cares about the relevance and quality of anchor text used in backlinks. But in general, it's best to use anchor text in the English language for backlinks from English language websites, as this is more likely to help with SEO.

Yes that's a big red flag. Why would a natural link not link to your content in your language? A natural link would use a translator link.

I think anchor text should match the language of the site providing the link and it should also take account of the context of discussion within the post/article.
The point is to make everything appear as natural as possible. If on a site that is in my native language, I am discussing football and I needed to link to a page that is in English language, chances are the anchor text would be in my native language describing or giving a clue what the linked page is about. That is what most people would do naturally.

Of course, Google cares about relevance. A few backlinks, on the other hand, will not be a problem as long as they allow you to link to other language anchors. It is always best to use anchor text that is in the same language as the website you are linking to. It will be more effective for your SEO.
